Processor board sound bad. May be a loose plug ( or corroded connection on the plug ) . Unplug the dish washer from the wall plug before servicing. The open the front panel to expose the panel control board. Unplug the panel plugs and inspect them to assure no corrotion is apparent. If you see corrotion, use a pencil erracer to clean all contact points on the board and clean the plug the best possible. Plug the dishwasher plug back in the wall and check the unit for proper operation. If the operation is not correct, replace the circuit board. I hope this helps

well the timer and the float are the only two things that control your fill cycle,
so since your float is correct ie the rinse cycle
we can only assume that it would not be intermiten it is just a cherry switch

Many dishwashers use a drain valve with an electric solenoid. When electricity flows to the solenoid, the valve opens and diverts the water to the drain. Sometimes the solenoid, or the diverting lever, sticks and prevents the dishwasher from draining or filling properly. Try to free up the solenoid to lubricate the lever. Otherwise, you may have to replace the solenoid or pump assembly. With these systems, the motor always rotates in one direction. When it's energized, the drain valve diverts the water.if there is problem with above process anywhere some water will be left out.-------

On a "normal wash cycle"
turn all the spray arms at the 12 o'clock position.
Please answer the folling questions.
Will water enter the unit?
After water has stopped entering the unit can you hear the wash cycle start? The wash pump on? and water being sprayed?
Now open the door and see if the spray arms have moved.
Reading what you have posted I just want to make sure that there is never a wash cycle running.
Please post answers.

This means the software in the control board is corrupt. YOu would need to try a power cycle, if that does not work, replace the control board to fix the issue. You could purchase the control board from the link below. Type your model number in the search box to look at a parts diagram.
The screws around the control panel would need to be removed and the control rotated down. The board clips into position and the ribbon cable simply plugs in. Very easy repair.
