As per the description of the issue that you have provided ;even after performing a complete factory restore you are unable to get to load Windows and you get a blue screen to flash for a few seconds.This is an issue possibly related with the Hard drive or motherboard in the laptop.So i would suggest that if the laptop is covered under warranty please contact ACER so that the repair could done under the warranty.In case the warranty has expired I would suggest that you contact a local technician at your place who would be able to assist you with the replacement.
