This generally happens when the Windows registry is corrupt, in this case even the installation of proper drivers wont allow you to run the device.
To fix the problem you need to install a Registry Repairing tool to fix registry errors. Reginout System Utilities is a good tool to get rid of registry problems.
  • Uninstall the bluetooth drivers
  • Repair registry errors
  • Restart your computer
  • Install the bluetooth drivers again
Best of Luck

This problem can either because your using a lower version of windows, your system might be infected or your registry might be corrupted.

You can try downloading a lower version of the picasa and try installing that on your system.
Another alternative is to fix your registry. In order to fix your registry download a software ccleaner from the following link:
http://www.piriform.com/
Download and install it. Open the software choose registry option and scan for issues. After the scan is finished you can click the fix selected issue option to fix the errors.
After fixing the registry you can try installing the newer version of picasa and see whether the problem is still there..

Same problem as the first guy

If you are not computer savy, it is dangerous to play around with the registry. If you screw up the registry the computer won't work and you most likely need to reinstall Windows.
What do you want to do in the registry?
If you need to fix and or cleanup the registry for some reason there are Registry fix programs on the Internet, it is a safer option than trying to fix the registry yourself.
Do a Google search for these programs on the Internet.

There are a number of ways to fixes this.

  1. Use a registry repair tool (google for one)
  2. Copy the file expansion-speech-enUS.MPQ and renamed it speech-enUS.MPQ in the same folder.
  3. Some people say rebooting their computer fixed the problem. Many systems repair the registry on reboot these days.
One or more of these should fix your problem.
