Go to my computer and type in 188.8.131.52 and see if it does the same thing. If you can go to the page it's most likely a browser or DNS issue. I would also make sure that I deleted all temp files, IE temp files, and cache. I would also go to Internet Options/Browsing History/Change the radio button to Every Time I Visit A Webpage and change the Disk Space to Use to about 400MB. Restart start your browser and try again.
