Do you have addons in your IE browser, if so right click on the IE Icon and click start in NO ADDON MODE and see if the behavior stops.
also, the .net framework can cause issues you may want to reinstall the .net 3 update individually and see if your IE settles down.
There are so many things that can cause problems in IE. especially when you update it, seems everytime there are problems.
Just an FYI, I did not post my problem, but had a similar problem after installing IE8. I uninstalled it, had problems ever since, tried everything I could think of, nothing worked. Read ipodslinger's solution, went to add-on's and sure enough, that was my problem. THANK YOU ipodslinger!
Downgrading from IE9 to IE8
1.Close all programs, click Start and click Control Panel.
2.Click "Uninstall a Program" under Programs category.
3.Click "View installed updates" option in the task pane.
4.Now select Windows Internet Explorer 9 shown under Microsoft Windows updates and click Uninstall and follow the instructions on the screen.
IE9 uninstall process lasts for minimum 3 minutes and you will be able to access Internet Explorer 8 as usual after restart.
Note:I recommend users to create a restore point before uninstalling IE9 because whenever you want to try IE9 you can get it through system restore option in windows.
OR
1. Click the Start button Picture of the Start button, type Programs and Features in the search box, and then click View installed updates in the left pane.
2. Under Uninstall an update, scroll down to the Microsoft Windows section.
3. Right-click Windows Internet Explorer 9, click Uninstall, and then, when prompted, click Yes.
4. Restart your computer.
OR
You can restore your system 10 days before that will uninstall Version 9
