Press the Ice Off button and the Freezer button together for thirty seconds. Set your temps at 36 for refrigerator and 0 for freezer.
if that doesn't work, press the freezer button and the energy saver button for thirty seconds and do the same thing.

I had a very similar problem with our GE refrigerator. The main control board looked to be the culprit. I took out the board and did a visual inspection. Upon inspection I discovered that the (2) 470 micro farad capacitors were blown. I checked the power diode near these and it was still ok. I went to Radio Shack and picked up two 470 micro farad - 35V capacitors for and grand total of $2.60 and resoldered them myself. The refrigerator has been running great since. If you want to know more details email me and I will be happy to let you know what I know. I didn't want to pay $100 for a GE guy to replace a board either!

Unfortunately the issue with the controls not responding as well as not cooling is likely directly related to the power control board ( PCB) at the back of your fridge.
If you slide the fridge out and look at the back you'll see a square panel approx. 4"x5" held by four screws ( sometimes three ) remove it and you'll see this control...
It should be available at "repairclinic.com" or "searspartsdirect.com" to name a couple for about $150 or so.
As for the owners manual you may be able to get one online if you "google" your model number. Thanks for choosing FixYa and good luck.

That's definitely a main control board issue. The main control board sends power to your temperature display. You need to replace it or get it replaced. To replace that unplug the refrigerator and remove the 8 x 10 panel on the back. Remove the connectors and replace the board. Put the connectors back they will only fit where they belong. Follow the instruction sheet that comes with the part.
