If this is a laptop (as it's in the laptop section), this highly depends on the model. The most common and simplistic way to clean the fan is with canned air which you can get pretty much anywhere you can purchase office supplies.
If it's an actual PC as in the description, it depends a little on the model, but typically there's thumb screws on the back on the side opposite of where all the ports and connectors are. Removing those should allow you to remove the side panel which you should be able to get to most fans from. Alternately, the canned air works here too :)
