IE8 should not be doing this. When you installed IE8 did you make sure to keep smart screen filter turned off from the beginning? Also, make sure you have the latest version of NIS 2009 (either 220.127.116.11 or 18.104.22.168) installed that support norton. If all else fails try and uninstall IE8 to revert to your previous IE version, fully update norton, and then install IE8 again and make sure when you set the preferences for the first time smart screen filter is turned off.

Have any toolbars or new sofware been added recently? If so and you are using Win XP you may want to try a system restore to a previous point before the changes were made or uninstall the toolbars completely. Also disabled all Pop-Up blockers to see if that has any effect.clean up ur registry using reg in out

SOURCE: I want to remove IE9
To remove the Internet explorer 9, follow the steps below.
Click on START button.
Click on Control panel
Look for Programs and Features ( or ADD/Remove programs )
when the list populates, find Microsoft Internet Explorer 9 in the list.
Highlight ( click ) it and Click Uninstall or Remove button.
When it is uninstalled, restart the PC and you will find Internet Explorer 8 running in your PC by default.
* If you are running Windows XP, the default Internet Explorer version will be 6.0

have you tired a restore to take your computer back to before you installed the IE9
go to start
go to all programs
go to accessories
go to system tools
go to system restore
in system restore click restore my computer to a earlier time & click next, then find the day you installed IE9 & see if there's a day before ie9 that you can go back to

Click the start orb in lower left corner of desktop and type "prog" without the quotes. At or near the top of the list of results that comes up will be "Programs and Features". This is what the add/remove control panel section is called in windows 7. Just click that and uninstalling works the same as it did in xp.
