That is called the bottom bracket bearing on a bike. You will need a crank extractor and a cartridge bottom bracket tool. Park Tool has some of the best instructions available: Bottom Bracket Service Cartridge Type (read their instructions first). You can also look at the following video to see the process.
Be sure to purchase the same length cartridge as you are replacing.
It would help to know what model bike You have because that model number can be given to any appliance parts dealer that You find locally, possibly even Sears, to get a replacement power adapter. I'm assuming Yours is like a small transformer that plugs into the wall outlet with a small cord that has a shiny metal pin on the end that plugs into Your Bike? see if theres a master link on the chain and take off from that way you dont have to take off the guard. the master link will look diffrent from all the other links and can normally be removed with a screwdriver
20 years old! wow vintage ha well it is actually connected my friend but ur bike is well a little oldy for more resistance u see as the bike gets older the wire to provide the tension losses its tension factor or rather its ability to provide tension like our tendons and ligaments so my friend either change the wire if u can or better change the bike lol
If your bike has magnetic resistance and you changed the batteries this should make your tension work properly. Since it did not I believe that there are magnets somewhere on your bike that are wearing out. Or it could be a computer part. Your manual should tell what part you need to order and replace. Also make sure the batteries that you put in your bike are really new ones. Sometimes you can purchase new batteries at a store and they are actually a little weak. I had this problem with an elyptical trainer and I went and got other batteries and this fixed the problem.
