The phone system itself would need programming changes. You can have one of several different Toshiba phone systems that all program differently. Some need special programming software. Your first step is to figure out which Toshiba system you have. They all say what they are on the front cover, example: "Toshiba Strata DK 280"
If you want to try and learn how to make simple changes like this yourself, you can look for a programming manual for your specific Toshiba phone system. Or you can find a local phone system installation company that can make the changes for you.

**Selecting the Ring Tone and Volume Your phone has five different ringer tone/volume combinations you can choose from. To select the ringer: 1) With the phone in standby, press [vol/ / ] or [vol/ / ]. 2) The phone will sound the different ring tones at different volumes. To turn the ringer off, select RINGER OFF. 3) When the phone sounds the ring tone and volume you wish to use, press [end].
**Temporarily Mute Ringer If the handset is off the base while an incoming call is ringing, simply press [end] to mute the incoming ring. The ringer will sound with the next incoming call. Note: You can only mute the handset ringer if the handset is off the base when the phone starts ringing. Adjusting the Earpiece.

1. Press Menu > Settings/Tools > Settings > Sounds > Ringer Type > Voice Calls.
2. Select Caller IDor No Caller ID. (A list of ring type categories will be displayed.)
3. Select a category, and then use your navigation key to scroll through the available ringers. A sample ringer will sound as you highlight each option.

This feature determines how each outside line or pool assigned to an extension
rings. You can specify Immediate Ring, Delayed Ring (telephone rings after a

Delayed Ring is useful for backup coverage on shared lines or pools, such as for
secretaries who cover each other’s lines. No Ring is useful for all extensions
except 10 when an operator answers all calls, or for telephones with no regular
users, such as those in conference rooms.

1 Press "Feature" , "00", "System Program ", "Central Tel Program" at extension 10 or 11.
2 Enter the number of the extension to be programmed for Line Ringing.
The green lights next to the line or pool buttons show the current Line
Ringing settings for all lines or pools assigned to the extension. (If a line or
pool is not assigned to a button, the green light next to that button is off.)
The following ringing options can be shown by the green light next to the
line or pool button:
• Immediate Ring — on steady
• Delayed Ring — flashes slowly
• No Ring — flutters quickly
• Immediate Ring is the factory setting for lines; No Ring is the factory
setting for pools.

I'm not sure about changing the amount of rings, but you can turn down the ringer.
1. Press the "menu" key, just below the "off" key. 2. Press the down arrow until you reach "Ringer setting," and then select this by pressing the key just below the screen on the right side (directly above "off" key) . 3. "Ringer volume" appears on the screen - select this the same way as you selected "Ringer setting." 4. Use the arrow keys to change the volume, and then press "Save" by pressing the same key you used to select.
Press feature 00 Press left intercom twice Then right intercom once. enter your extension number
You will see the lights blinking green on the phone, where your lines are. Touch them until they are solid green. If you want to program another extension, press the right intercom button again and enter the new extension number.
Once done, press feature 00 to exit programming.
As far as the caller ID, there is no way to turn it off on the Partner system. My guess is the provider isn't sending caller ID.
