This sounds like a corrupted XP installation or possibly a damaged hard-drive, either through a hardware failure
or through file system corruption.
(the last scenario is the most likely)
Windows uses write back caching to improve performance.
This means that data is not immediately written to disk, but
the writes are delayed until there is enough data to make
it worth while.
Also, the NTFS system uses transaction based data transfers,
which set a dirty flag, write the data, update the file indexing
structers (MFT) and then clear the dirty bit on a hard drive.
If a PC unexpectedly looses power, or if it is hard reset during
a disk access operation, the hard drive may be dirty or
corrupted. For this reason, reseting or powering down a PC
without going through a proper OS shut down is a very bad
The correct procedure is START ==> SHUTDOWN ==> options,
and let windows do its thing.
Having said that, the NTFS file system is very robust, with
transaction logging and indexing redundancy, such that
it usually recovers from such events, by automatically
scanning and repairing the hard drive's index structure
when the system is re-booted.
For some reason, this has not happened on your machine,
and for some reason, windows is trying to re-install itself.
This may be due to and automatic recovery partition and
utility built into your computer. Most modern laptops have
a small, hidden HD partition, on which they store a rescue
copy of the operating system, along with some diagnostic
and recovery utilities.
This recovery mode is often activated by a special button
(such as the IBM BLUE BUTTON) or a bypressing a special
key combination during start-up.
1) Try completely powering down and restarting your machine.
Wait a couple of minutes after power down, then physically
remove the battery.
2) Wait a couple more minutes, put back the battery and
restart the machine.
3) If this does not help, you have one of the following:
a) Damaged operating system / aborted re-installation
b) Damaged file system through improper shut down
c) Hard drive failure
d) Bad settings in the BIOS or within the BOOT.ini file
causing the system to boot from an incorrect hard drive
or partition. (but this is unlikely)
At this point you need to call tech support for model specific
instructions on operating system recovery.

Ok, first blets try and use the eRecovery program.
When you turn the system on, and it displays either the ACER logo or black screen with white writing, press F2 or Del to enter setup. It should display what to press in the bottom left corner of the screen.
This will open the BIOS settings. There should be a tab at the top called Main, select it. Somewhere on the list there should be something called D2D Recovery. Highlight it, and make sure it's Enabled. Now, while it's highlited, it will display what keys you need to press to start the recovery program. This is usually Alt+F10. Now save your settings and exit.
The system will now reboot. When the ACER logo or black screen with writing appears, press the keys that you saw in the BIOS. The Acer eRecovery program should now start. Follow the on screen instructions.

If this was a windows system restore try picking another date before the one you just carried out.
Its going into a loop because its missing some information ,or your restore method was not windows system restore but acer recovery only a drivers and OS system restore,try pressing F8 on start-up and see if it will boot into safe mode this should allow you to check all the drivers and also do a virus check which I suspect is Master Boot Record based, If the problem persists and you have no way even after trying out safe mode use complete Acer System Recovery to factory defaults this will then make a backup file on the desktop labeled windows old backup where you can then recover documents,music,photos etc
