Question about Hotpoint RVM1325WW Microwave Oven
The fan and the surface lights are run through the control via the touch pad. if you tried to replace the bulbs without unplugging the unit 1st you probably shorted the board. this can be checked by lowering the touch control panel by first removing the vent above it to access the panel screw. at this point you can observe the control for burn marks

There is a varistor or thermostat switch mounted on the wall behind the control panel. I unpluged the leads and shorted them together. the fan and lights started working again. I got another microwave off freecycle.org for parts. I noticed a lot of sites tend to point to the control panel for a $36 to $100 board repair. Don't fall for it. H.G.
