My Sumvision external SATA hard drive is failing to respond. When I plug the USB cable in, the LED flickers once, but then goes dark. A little two-tone alarm sounds (really quietly) for about 20 seconds, but then stops.
Basically, the whole unit seems to be dead. My kid's photos are on there, and I couldn't bear to lose them!

There's a simple and cheap solution that often works, a slightly more expensive one that works in about 60% of the remaining cases and a more expensive($1000+) solution that covers almost all the rest.
First, the cheap one. Go to the computer store, buy a new enclosure for the drive and have the techs there install and test it for you. If the failure is in your current enclosures circuitry this should fix your problem for under $50. If it doesn't work, you can simply not buy the item. If it does, buy a stack of CD's or DVD's while you're there and make sure you make a second copy of the pics and filem somewhere safe, cool and dry. The point of these backup drives is to have a second copy, if it's yur only copy and fails the solutions can be expensive.
Second, if the above fails to garner results, send it to Armor-IT Data Recovery, They only Charge $50 flat fee to assess the drive and will either recover the data or send it to the Third level for you if they are unable to get your files back. They usually quote final price between $100-$400 depending on the type of recovery required.

You should try mounting the hard disk internally since any external HDD is actually a normal HDD in a SATA to USB enclosure. If that doesn't work , you should try finding recovery experts in your area but that might be expensive!
Assuming your talking about an "external" storage device, such as a hard-drive over a USB connection... If the device isn't responding, and ASSUMING it doesn't need external power, and "should" operate over USB (most do)... then it's damaged. If it needed to be formatted, etc..you would get a different message. If it's locking up the computer, and not responding..it's simply bad and needs to be returned. Sorry :-(
Go to the Disk management service and check if the drive shows up there. The route will depend on your OS. In Windows 7, click Start > Control Panel > System and Security. Go down to the Administrative Tools and click Create and format hard drive partitions.
Look at the lower half of the window and scroll down to see all identified disks. If your external drive is listed, something got corrupted in the NTFS or FAT record. Use a third-party drive repair tool before reformatting the drive (which will delete any information on the drive). If your external drive isn't listed here, try connecting it to a different USB port. Make sure that your USB ports are providing enough power to the hard drive. (Some USB ports can be disabled for power savings/security.) If you are using a laptop, try plugging in your AC adapter/charger. If you are using a USB hub, try a direct connection to the computer (or use a powered hub).
If you are still not seeing the drive listed, there is a problem with the connections inside the external drive. Either the wiring between the drive and the controller has come loose, the USB connection to the controller is damaged or the drive failed.
If the drive is out of warranty, you can try opening the case and using a different enclosure (2.5" or USB/IDE/SATA adapter). If you have a desktop with a free SATA controller, you could try putting the drive in your system. If the disk works with another controller, the enclosure was bad.
Plug the external hard disk into another computer's USB 2.0 port. If the problem follows the device, then there is a failure either of the external hard disk enclosure or of the hard disk (inside the enclosure).
If yours is one that you built yourself, you can remove the hard drive from inside the enclosure and plug it directly into a desktop computer (or another external hard disk enclosure) to see if the problem follows. (If you need help w/ this, just let us know.)
If yours is a pre-built external hard disk (you bought it w/ the hard drive already built-in) then you'll (if you're inclined to do so) need to open the enclosure to get at the hard disk inside. This can be difficult. You may, depending upon the enclosure, need to damage the enclosure to get it opened up.

As I have responded to a similar post, this is a common problem with external storage.
Based on your post/description:
1. Your laptop does not recognize the external hard drive via its USB connection - try on a different computer - if it is still a no go, then it's not a PC problem;
2. Try replacing the cable - again if a no go, so it's not an interface/cable problem;
3. That leaves you only with the WD500GB itself as the possible at fault.
An external hardrive would consist of 2 main parts, the electronic board and the hard disk itself. The board seldom (if ever) fails. Its function is to provide conversion/interface from the SATA/IDE connectors of the HD to the out USB/Firewire. The HD more often than not fails. Most external storage uses a standard HD inside the enclosure.
Your possible options:
a. Claim warranty/replacement;
b. Replace the HD only;
c. Physically remove the HD and connect it directly inside a desktop either as IDE or SATA and run manufacturer's diagnostic and/or third party recovery software;
d. Seek services of professional data recovery firms (if data/files are mission critical);
