Radiator valve not draining

You don't. You never open the petcock on radiators with plastic tanks because the petcock always breaks. If it doesn't break, it'll leak when you close it. No pro ever uses the petcock. You loosen the lower radiator hose clamp and yank the lower radiator hose. You'll take a bath, but it'll all be drained in about 1.5 mins. Then reconnect. You'll actually drain far more coolant that way too.

If you go under the car the radiator drain is a plastic valve located at the rear of the radiators plastic side tank most times on the drivers side. You can't see it from up top. Turn the clock key shaped drain to open valve.

The radiator should have a valve on the bottom that will turn 90 degrees and will allow the coolant to flow out they can be hard to find sometimes but trust me there is a drain it will look like a butterfly valve and can also be plastic in some vehicles

There are no petcock valve on toyota camry.
What its a plain radiator cap that has a valve in it, pressure can be activated at certain point and the coolant goes through the coolant reservoir.
You mean the radiator drain plug? you would see that plug underneathe that radiator assembly, wing nut type plastic made, can be loosen by hand or a pair of pliers!

Your heater core is leaking, and when it does, it drains into the foot well passenger side. Best case would be a hose that is leaking, worst case is the core itself. Replacing the core is a big job.

Yours is Located on the DRIVERS SIDE FACING the Engine and Just ABOVE its RUBBER RESTING MOUNT. This is Visual only after REMOVING the UNDERGAURD SHIELD, (PLASTIC) Some are MUCH more Difficult to Access than the LOWER RADIATOR HOSE, Thus Making the Radiator Hose the BETTER Choice in Draining the Cooling System. Using a LARGE DRAIN PAN I Find it EASYER to Use the Lower Hose for Draining the System.

The radiator drain valve is a couple of inches above the bottom of the radiator, on the passenger side of the car.
Insert a 1/4" drive ratchet into the center of the drain valve and loosened it about a half-turn. The center of the valve moves outward as it turns, and then coolant flows out through a drain hose.
I placed a dishpan under the front of the car to catch the coolant that flowed from the drain hose.
When closing the radiator drain valve, you need to push it inward and then tighten it. When fully closed, there is a small tab on the off-white center part that engages a slot in the black outer part.
Note that complete filling of the cooling system may be impossible until the engine gets hot enough to cause the thermostat to open and push out any air that may be trapped in the upper radiator hose. Many vehicles have a thermostat that opens at 190 or 195 degrees Fahrenheit (87 to 90 degrees Celsius).
On some vehicles I will run the engine for a while and watch the coolant inside the radiator. When the thermostat is closed, the coolant just sits there. Once the thermostat opens I can usually see the coolant moving across the radiator. BUT... the slanted radiator cap on the GMC Jimmy allows coolant to spill out, so I just install the radiator cap to the first "click", which covers the opening but doesn't seal the system.
Often after filling the cooling system it's necessary to "burp" the cooling system to get rid of any pockets of air. This can be done by running the engine for a few hours (or even a few days) with the radiator cap turned to the "first notch" which simply holds the cap in place while not forming a tight seal. Turning the radiator cap to the "second notch" forms the tight seal needed for proper pressurized operation.
The Jimmy's, Blazer's and S10's didn't seem to need any special burping procedures... I just ran it until the thermostat opened, added coolant to the radiator, and then topped up the coolant in the reservoir.
Good luck and hope this helps. If your having a hard time with the drain plug, just unhook the bottom radiator from the radiator and drain it that way.

maybe the drain Chanel is clogged
a cable tie is plastic so poke one in the hole see if it starts to drain

I Suspect that you have AIR in your COOLING SYSTEM Fallow Procedures BELOW to Insure there is NO AIR IN COOLING SYSTEM


Draining and Filling Cooling System

Draining Procedure

Important: Do NOT add any engine coolant supplement sealant pellets to the cooling system. Drain and refill the engine cooling system every 5 years or 240,000 km, (150,000 mi) , whichever occurs first.

1. Park the vehicle on a level surface.
2. Remove and clean the coolant recovery reservoir.

Caution: Refer to Radiator Cap Removal Caution in Service Precautions.

1. Remove the radiator cap when the engine is cool:

3.1. Slowly rotate the cap counterclockwise to the detention tab. Do not press down while rotating pressure cap. 3.2. Wait until any residual pressure, indicated by a hissing sound, is relieved. 3.3. After all hissing stops, press down on the radiator cap and rotate the cap counterclockwise in order to remove the cap.
Important: Recover and store used coolant in a used coolant holding tank and submit the used coolant for recycling on a regular basis. Do NOT pour used coolant down the drain. Ethylene glycol antifreeze is very toxic. Disposing of ethylene glycol into the sewer system or ground water is both illegal and ecologically unsound.

1. Place a drain pan under the radiator drain valve in order to collect all of the used coolant.
2. Open the radiator drain valve located at the bottom of the radiator tank. If only partial cooling system draining is required, drain enough coolant to perform the procedure.
3. Open the air bleed valve on the thermostat housing 2 full turns
   1. Open the air bleed valve above coolant pump 2 full turns.
   2. Place a drain pan under the engine block drains in order to collect the used coolant.Important: Allow the coolant to drain completely.
      
      
      1. Remove both of the engine block drains.
      • The front left engine block drain is located between the starter motor and the engine oil filter.
      • The rear right engine block drain is located near the crankshaft position sensor.
      Filling Procedure
      Reinstall the engine block drains
      
   3. Close the radiator drain valve,
      1. Install the coolant recovery reservoir. Notice: When adding coolant, it is important that you use GM Goodwrench DEX-COOL or HAVOLINE DEX-COOL coolant. If Coolant other than DEX-COOL or HAVOLINE DEX-COOL is added to the system the engine coolant will require change sooner; at 50,000 km (30,000 mi) or 24 months.
      2. Slowly add a 50/50 mixture of GM Goodwrench DEX-COOL or HAVOLINE DEX-COOL and clean, drinkable water to the radiator until the coolant level is at the base of the radiator fill neck.
      3. Wait for 2 minutes and reinspect the level of the coolant in the radiator. If necessary, add coolant to the radiator until the coolant level is at the base of the radiator fill neck.
      4. Install the radiator cap.Ensure that the radiator cap arrow points toward the radiator overflow tubeImportant: The air bleed valves are brass. Do NOT over-tighten the air bleed valves.
         
         
         1. Close the air bleed valve above the coolant pump.
            1. Close the air bleed valve on the thermostat housing.
            2. Fill the coolant reservoir with a 50/50 mixture of GM Goodwrench DEX-COOL or HAVOLINE DEX-COOL and clean, drinkable water. Caution: Refer to Radiator Cap Removal Caution in Service Precautions. Important: If the coolant temperature indicator turns ON, turn the engine OFF immediately and allow the engine to cool. Do NOT remove the radiator cap.
            3. Start the engine and allow the engine cooling fan to cycle on and off 3 times. If the low coolant indicator does not turn OFF and the coolant level is above the Full Cold mark on the coolant recovery reservoir, refer to Engine Coolant Temperature Gage Inaccurate or Inoperative.
            4. Turn off the ignition.
            5. Allow the engine to cool.
            6. Ensure that the engine coolant concentration is sufficient.
