SOURCE: Rebel 2000 went retarded
I got a Rebel 2000 off ebay, and it had the same problem. The Shutter wouldn't open, it showed dead batteries, and the mirror hung until I pressed the shutter button or changed modes.
After a good deal of surfing, I found that the most likely reason was a sticky/oily shutter
Since I didn't have much $$$ invested in the camera, I tried cleaning the shutter curtain with Qtips and alcohol. After a little cleaning, the shutter started to move. After a lot of cleaning, the shutter moves freely. I ran a roll of film through it, and it seems to be working just fine now.

Instead of taking battery out, open and close battery department to reset camera.
Sounds like you have a major fault, you should raise this with Canon and prob send for repair

Your photo card may be corrupt. Try replacing the SD card with another one. If it works, copy all your photos off the old card, then format it.

A dead camera is impossible to tun diagnostic checks on without specialist tools, so yes, your camera will need to go to a Canon service centre for diagnosis and an estimate. If you decide not to go ahead with the work then you'll be charged for return shipping and a fee for the work carried out to make a diagnosis.
If the warranty expired fairly recently, then it may be worth contacting Canon before getting the estimate: it's not unknown for them to offer goodwill repairs for major faults which occur prematurely, but you need to be aware that your model was only designed with an approximate four year minimum lifespan.
