Deleting all Watch Dogs data from the Game Data Utility folder on the XMB Then, re-install the game, patch, and any DLC

Also make sure you have your re installation disk and proper cd keys to perform a clean install.

power your unit - press F9 for boot options - insert your 7 disk into cd rom and choose boot from CD-ROM. Follow instructions provided from install disk.

There are several free data recovery softwares that can get data off of drives that Windows explorer won't touch. Check out: http://www.runtime.org/data-recovery-software.htm If you don't mind voiding the warranty, you CAN take it out of the enclosure and try connecting it to another computer, but I really think the encryption is going to prevent this.
The only other option would be to send the drive off to a data recovery specialist which is usually extremely effective, but can be very costly (starting around $400).

Likely the drive is out of alignment, and head position changes each time that you insert a disk. You might try reading the disk on a different machine and try to get the data off. But, if the drive is too far out of alignment, even this won't work.

This is also a sign of 1) Drive motor turning too fast / slowly (likely), or a viral infection of your computer.

I also have the same drive that you do, and began getting a few read / write errors when making bootable disks. Problem ultimately ended up being worn out media. Resolution was to start using USB memory sticks, but harder to boot on machines that don't have BIOS support for this.

I would suggest using a recovery disk, but if you need the data off of it I would take it to the a repair shop.
