Tv volume control

Since it works when close, more likely the battery in the remote is running low, or you have some dust over the remote sensor on the front of the tv panel.

Where is the ir on the jvc LT-47x899

Usually the IR receiver is located on the same board as the controls on the front of the TV or the same as the LED lights. If you suspect the IR sensor as being bad here are the part number for the control and LED pcbs. Please take a moment to rate my answer. Thanks..

CONTROL PCB: SFL-7224A-M2

LED PCB: SFL-8733A-M2

Remote control (i hope)

The IR sensor in the tv is probably weak, you could make a mountain out of a mole hill and get it replaced (using your friends receipt ^_^) but there's nothing to be done about the sensor.

JVC HD-61G787 IR receiver location

I took the front of the tv off. the IR receiver is beside the lens. I stuck the IR emitter directly on the receiver and reinforced it with hot glue and then fed the cable out through the back off the tv. Not a hard job just lots of screws.
