The dc7600 SFF only comes equipped with a 240 watt power supply. I think this may be causing your problems.
I am currently looking for a graphics card for the same comp with the HIS ATI HD 4350 in mind, but the website states that a 300 watt power supply is recommended.

try looking for the option to change the multiplier under your BIOS settings (usually accessed by pressing DEL, or F2 during boot up.

Try installing the system board driver and chpset driver.
You can also try setting the BIOS to factory default settings.
If you have a volt meter check to see if there is votage at the battery connector, and the power supply connectors are plugged into the mother board, which I suppose you are, just an idea, if the above suggestions don't resolve your issue.
I hope this helped.
Good luck and have a fantastic day.

Memory Type: DDR2 PC2-5300, DDR2 (non-ECC)
Maximum Memory: 4GB
Each memory slot can hold DDR2 PC2-5300 with a maximum of 1GB per slot.*
*Not to exceed manufacturer supported memory.
Although the memory can be installed one module at a time, the best performance comes from using matched pairs of modules. When using PC2-5300 parts the maximum memory is 2GB. When using PC2-4200 the maximum is 4GB.
