These switches that are mounted to the tub itself are usually air switches when you push the soft button it puffs air into a solenoid somewhere near the motor causing it to activate the pump, and there is a possibility that the pump motor has a reset button on the end of it to kick it off if something would cause the pump to jamb, hair, toy, jewelry or whatever that somehow got sucked into the intake
Your problem is most likely NOT the air button but the switch in the motor.
Air Switch Repair
It sounds like you have a bad air switch located in your motor.
The air switch is what the air hose connects to on the back of the motor or on the box on top of the motor. The other end of the air hose is connected to the air button on the lip of the tub.
This is a latching air switch and when you push the air button it latches to send power to the motor. When the air button is pushed again it opens the latch in the air switch and stops power going to the motor shutting it off.

How do you turn this on? If it is an air button that you push, it may well be the air switch in the motor is bad. The air switch is latching so when you push the button on the tub it closes the switch and lets the power go to the motor. When the button is pushed a 2nd time the switch will open and shut off the power going to the motor.
An air switch will cost about $21 to purchase.
if when you push the air button it will not turn off the pump, it may be the button that is bad on the top of the tub or the air switch located in the motor. take the pump out and plug it into an outlet. get a straw and blow into the air switch with the pump plugged in still. if it comes on then the button on the top of the tub is bad. if it doesn't come on then the air switch is bad.
All the electric power source to all jacuzzi tubs all required to be protected by a "ground fault" device. Have you noticed special wall receptacles in your kitchen and bathroom that have 'test' and 'reset' buttons? There may be a receptacle (or something that looks like a receptacle but without any slots for plugs) near the tub. Push the reset button. If the pump for the tub has an access panel, the device may be behind the panel. And last, the circuit breaker in the main electrical panel may be a ground fault type and needs reset there. Good Luck
I couldn't find the information you are asking for in the installation manual. I have included a link to the pdf page so you can print it out and look at it in print. On this particular question, I think I would give Jacuzzi a call. They can better answer you question without guessing. http://jacuzzi.com/pdf/K272000.PDF?SELINSTMANS=K272000.PDF&goinst.x=15&goinst.y=8
