Go to HP Support website. They have a help database you can search if it is out of warranty. It can also lead you through troubleshooting steps. You will need to access their website from another computer at a library or something. Have your laptop next to you when you do.
Remove the AC power (charger) and then take the battery out. Plug in just the AC power supply and turn the laptop on, see if it boots up and shows a display on-screen. If it boots let it boot up and then shut it down as normal. Reinsert the battery and try as normal. If you still get a blank screen can you then tell me if you get any post (splash) information like the Compaq Presario logo before it goes blank.
Try booting to the safe mode (F8 at boot) and see if you can log in via the safe mode. If you can't, try booting to your Windows CD, go to recovery console and run CHKDSK /R
If you still can't log in, try running diags see if the hard drive lists a failure.
if no hardware failure found, there and none of those solutions work, then re-installing windows will likely be the final resolution
