Your laptop is unable to find an operating system. Try booting from a start up disc and running the diagnostics on your hard drive.

if you or a friend have another Mac, use it to start up the iBook in Firewire mode (hold the T key on the laptop when restarting). You can reinstall the operating system, or try to simply repair the disk with Disk Utility.

Most likely your Hard drive has gone bad. Hard Drives typically last anywhere from 3-5 years. The grey screen with the apple signifies that it found a Hard drive with your OS (Software) installed but it can't seem to go past that because the Hard Drive may be failing.

I turn on my mac and only this small folder icon appears in the middle of the screen

The face is probably frowning.  The computer cannot find the operating system.  Use a utility disk to boot up the computer and then use First Aid or Disk Utility to check the disk.  You may have to re-install the operating system.  This can be done without losing your files if done correctly.  Seek help from an Apple repair facility if you are in doubt about how to do it.

My iBook G4 continues to run slowly and/or freeze

Try resetting the PRAM by turning on the iBook then holding option + command + P + R and wait till u hear another chime. If it still freezes, it may indicate an application may be causing it to lock up hold shift after you hear the chime to boot OS X into safe boot.

Booting problem and blue screen

Try booting the MAC OS disk. If it boots correctly, it probably is the hard drive. Also, If it boots ok, try the repair utility on the cd.

Use Disk Utility to create a "CD/DVD master" disk image file.
Depending on the copy protection resident on the actual disk, this may or may not succeed. Some commercial disks have deliberate bad sectors which prevent you from making disk images of them.
If successful, then double clicking the .cdr image file will mount the disk to the desktop as if there was a CD resident.

I have an old G3 and when I power it up it gives me a floopy disk in the middle of the screen with a ? mark flashing I have no start up floopy can you let me create one

You could try to start from the Disk Tools PPC (can be found here; the Disk Copy 6.3.3 utility, and another Mac with a floppy drive, would be required to make a bootable floppy from the disk image). Otherwise, an appropriate version of the operating system on CD will be needed.

File folder?

What you are seeing is the Mac's PROM telling you that it cannot find the "System Folder" The System Folder contains all the components of the operating system itself.
You have an option to boot from the install disks that came with your machine. Boot from the CD/DVD disk by holding down the "C" key. (Usually, this is not required. The Mac is smart enough to look on all connected devices to find a viable System Folder.
Anyway, once you have booted from the CD, you MAY be able to use Apple's "Disk Utility" or, if it's there, "Tech Tool" to repair the laptop's drive.
If you are unable to repair the drive, and, if it's not be physically damaged in some way, you should be able to re-install the OS.
This would be a good time to think about getting an external drive, and a copy of CC Cloner by Mike Bombich, and setting up a backup regimen.
