if you hear a click when the actuator is depressed the swt is ok remove ice bin and try rotating auger mtr by hand if you can't the auger motor is frozen, you can remove the whole auger asm and let it thaw out and dry out for a few days

First, check the water line attached to the back of the refrigerator for good water flow. To do that, first turn off the water supply valve. Then remove the water line from the back of the refrigerator. Next, place the water line into a bucket and momentarily turn the water valve back on to test the flow. If the flow is poor, you need to repair, clean, or replace the tubing or the shut-off valve that supplies the water. If the flow is good, you may have to replace the water inlet valve

Ok, I show parts that are available for that model, sounds like the control board is defective for your dispenser, or possibly the Ice maker control board. It also could be a break in the wiring or the control itself. Below is a break down for those parts, wiring and the control behind the push to dispense ice or water. Hope it is not that control because some places don't provide that part. You have a solenoid switch which switches the dispenser back
and forth from crushed to cube. It could be stuck or not working or the parts
connecting it could be disconnected or broken. You will have to observe to see
if any parts are moving and if any noise is coming from the solenoid.
With your model number I can find a diagram which may help.
