It sounds to me like the infinate control switch has gone bad. The part should be fairly inexpensive. It will be the controller switch for that burner that needs to be replaced. Make sure when you buy the replacement part to get the exact one you took out. The infinate control swithes can look alike but be different depending on the size of the burner.

Remove the front panel to find where the gas injectors enter the burner tubes you will see they are cut away and have a screw holding an outer ring which is adjustable, open them up more to get more air in .

I have a whirlpool 465 super capacity stove. the top burners seem to have a mind of their own. 1 in the back doesnt come on at all and the other go to high heat even if i set them on low settings

No solution, just that you are not alone. We have had our Whirlpool super capacity 465 for 10 years, and about a year ago that large burner started to randomly go to high, even though the control is set to simmer. Ruined a few meals by not being right there watching.

Gas stove causing soot on everything

all of the burners are set to rich...open the vents on the burners more.  If this doesn't help you need smaller nozzles.

The ideal thing to do, would to be to replace the elements themselves. Most heating elements for stoves are universal and can be bought at lowes stores. I found your model number specific burner elements on a supply website for 42.00 each on the 8 inch and 35.95 each on the 6 inch elements. I am almost certain, you'll find these parts at lowes or home depot much cheaper. If this doesn't help, let me know, we will try another route.
