Unless pump motor is dead I'm 99% sure that either filter, pump and/or drain pipe are clogged.

washer is 2 years old and this is 1/2 the cost I paid for it new. My
review of this product after 35 years of technical experience; GE
products (Hotpoint)aren't worth buying any longer.
The problem is the Motor. There is an electronic PC Board attached to the top of the motor and under the drip protector, which protects the PC Board. On this board, there is a green flashing light which displays trouble codes by flashing. Unplug the washer, remove the 3 screws from behind the control panel. Slowly pull the control panel toward you and slide it to the right to release. Inside the washer, there is a diagram with the trouble codes printed in the lower right hand corner. Everything else is self explained. Flashes indicate the problem and the solution is all written. Since I have the same problem and a technician, this is a defective product GE has discontinued and re-manufactured. After phoning GE the motor #

clogged filter will cause this error code. I have the same washer and the filter located inside the rubber boot attached to the pump was full of junk. there was enough room for water to get thru but not enough for full volume. clean it out and it should work. note : its a pain to get the boot back on so be ready and take it slow. this worked for me.
SOURCE: GE front load washer is not draining after spin cycle
The draining is controlled by drain pump in the washing machine.
If the drain pump is clogged or got loose then water will not drain properly and this problems will occur.Remove the drain pump and drain hoses.
First thing you can do is take the drain hose and blow into it and check if its getting blocked. If the air is passing through the hoses then loosen the hoses to the pump. You might want to get some pinch off pliers to save water from going ever where or a shop vac to **** out the tub. If the pump is getting warm current is flowing to it and propeller is jammed more than likely. The front should have a couple of 1/4 screws at the corners on the front should pop after removing them.
