I had the same problem. My heater would read between 123 and 126. The heater sat all winter and a corrosion built up around the three sensors in the manifold; I guess I didn't drain it well enough. I pulled out all three and found that rust/sediment whatever had partially plugged two of the three and completely plugged the temp and/or ags sensor. I cleaned all orfices out carefully with increasing sized drill bits and re-installed the three sensors. It still didn't work so I purchased a new thermistor (the one with the built-in probe) installed it and the temperature immediately returned to 64 deg. The heater works fine now. MacGuiver of ECC

I am not sure if you have resolved this issue, or not, but just in case. Yes, the problem is the Thermistor. This is a sensor that "reads" the incoming water temp. It is really easy to replace as well.

This is a problem with your thermister (heat sensor) You will find this on the left side of the water manifold about half way down. I'm not sure but I think it is a small tube that slides into the manifold and if you follow the wires back to the board it just plugs in. The part is reasonable priced for a heater part and very easy to install. Good luck.
