If by "Doesn't connect to the PC" you mean won't play games, it's because only new games can use the 360 controllers as it doesn't use the DirectX input, but uses XInput instead.
There are supposed to be solutions, sometimes through updates for the games (an example in reverse was an update for GTAIV, which allowed the use of the older DirectX joypads.) I've also seen software (switchblade) that allows various pads to work with RPGs. Not too sure if that would be suitable for you though.
Since I have both types of controller (both X360 and a Saitek Pad) I've never had to resort to any other fixes.
See if any xbox controllers will connect to your 360. If you can't get any to connect to your xbox 360 then that means you have a bad controller board. If you can get other controllers to connect then that means you need to configure your xbox to accept that xbox controller.
