Depending on the external drive (try it in another computer first) the case may be bad. You can purchase an IDE cable at your local computer store, take the hard drive out of the case, plug it in directly, and voila!
I would honestly just reformat and install a fresh copy of ur prefered OS. That was the only way that I was able to fix the problem for me. Good luck.

OK Win98 doesn't play well with USB, when Win98 came out USB was very new, and NOT supported properly untill Win98SE... and even then it is a pain and real problematical. I would suggest you get a Ethernet connected DSL modem.. Else ya gonna have no end of problems regardless of what ya do including "Flashing" I think that model PC has Ethernet built in? otherwise get a PCI Ethernet Card and use that instead of USB.. ya be good to go. I would also upgrade if possible to Win98SE PLUS install ALL Updates there are still Win98 suport on the net, simply Google for it.. good Luck.
