this fan needs to run when the compressor runs,check fan blade for being jammed by ice if you have this much ice on back wall as ice will stall motor,if no fan there will be no cool air to refrige compartment also the defrost drain tray will fill with water then freeze over which in turn floods the freezer floor and refrige compartments cause it cannot drain to the pan in the bottom

it may be froze up, and require a defrosting. use a portable fan to speed up this process , also make sure the fan in the freezer compartment is working, with a little work and a zoom spout oiler, or some light motor oil, the motor can be sparked back to life.. freeze ups are common with the high humidity we are having these days.. jay the pool pump motor repair guy longwood Florida
If lower section of the freezer is working but upper not the most likely problem is going be the fan in the freezer isn't running. Do you hear that fan running? if fan is not running it also wont circulate air into the fresh food(ref) compartment. If it isn't running you can possibly jump start it by removing back and flinging the fan blade with your finger to get it going till you can get replacement
Your unit has one condensor unit, so if the freezer side is freezing, then the problem has to be in the freezer section.
First check to make sure that the fan is operating in the unit. If it isn't then it is probably the fan, BUT maybe not bad so hold off replaceing it. If the fan is working then you probably, have a defrost problem - when the defrost assembly stops working ice build up behind the rear panel in the freezer compartment so the thermostat gets a false reading and won't send tell the fan to kick on to send cold air to the refrigerator section.
So you will need to take the food out of the freezer, remove the shelves, remove the inner rear panel in the freezer compartment and look for ice build up. If you find it, then you can either unplug and leave the door open to defrost or use a hair dryer to hurry the defrost up - DON'T USE HOT WATER!
Once defrosted, you can dry the unit out and then turn it back on, use your make and model number to order the defrost assembly, but you can use your refrigerator and freezer until it arrives.
Fan Problems One of the most common reasons for the freezer to start failing is called "frost free failure." Ice can build up on the evaporator coils over time, and this ice builds up until it starts blocking the fan. The fan is responsible for circulating cold air throughout the freezer, so if it is blocked the freezer will not be able to freeze any food. You can usually check this by removing an access panel in the back of the freezer to inspect the coils. If ice is built up on the coils, a hairdryer can assist in defrosting them.It's also possible that the fan is not running at all. If the fan is burned out or the motor isn't running, cold air can't circulate through the freezer and everything will melt. You can normally hear the fan motor switch on and off from time to time. Listen for it and if you can't hear it coming on for an extended period of time, the motor may need repair or replacement. The wires connecting to the fan may be the problem, preventing the fan from receiving electricity.
Other Causes Several other problems could be keeping your freezer from freezing:
There could be leaks in one or several of the hoses in the refrigerator, which results in the cold air being lost instead of circulating properly throughout the fridge and freezer.
If you have the freezer so full that the cold air can't circulate, your food will thaw even though the freezer isn't malfunctioning. Always leave some space open in the freezer and try to not store food right up against the cooling vents.
The thermostat might have shorted out, which means the freezer can't accurately determine how cold it is. If this is the case, the refrigerator would probably not be working, either.
If your defrost drain becomes clogged, the water in the line will just refreeze over and over again, which could damage the lines as well as the fan. Always check the drain and make sure no sludge is building up in it if you have a self-defrosting refrigerator.
Always try to keep the freezer door closed for long periods of time. The more the door is opened, the more warm air is let in and cold air is released. If the door is opened frequently, the freezer could be warming faster than the fridge can cool it, which will thaw your food.
This is a drawback of most mini-fridges. Start by defrosting everything. Then fill ice cube trays with water and keep lowering the setting until the water freezes. Just go a little lower, no more. Usually this is a Door seal problem or a blockage between the frig and freezer compartment. There is usually a Tube that allows water from the defrost cycle to drain down to the pan beneath your unit. If there is ice, food particles, etc blocking that will cause water to enter the frig causing the mess. Listen for a fan to be running inside the freezer....if you hear none, than this may be causing the ice buildup that melts when the unit goes into defrost. If you unplug the unit, take the back panel off inside your freezer you will see coils and the ice. Leave unit unplugged to defrost the freezer and drain tube.....It should work normally when you plug it back in. If not, then you have a defrost heater or thermostat, or control board problem that needs to be checked by a technician.

Yes that is a proplem...when ever that compressor is running that fan motor should be running too.. also you evapurator fan motor should be running also
