You have a monitor with in-built VGA Port and you have laptop in-built VGA Port then why you are not using simple VGA cable to both port, Please don't use any other type to Adapter.
this problem can occur cause of two cases
1 problem with LCD panel (replacement can solve)
2 power failure in side moniter (repairing moniter can solve)

Try cleaning the RAM as shown in the image below Note: make sure that the computer is turned off before removing the RAM from the DIMM slot. Hope this helps.
