I had the same problem with another phone and I called the manufacturer. They were very gracious in helping me when I couldn't "move the phonebook" to all handsets". Give Panasonic a call, I bet they'll help you.
a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need. goodluck!

I hate to have to provide a no answer answer, but IF you have actually followed the manual instructions, then I'm not technically savvy enough to advise beyond following the manual instructions.
Therefore, were I in your position I would call the manufacturer's TRECHNICAL SUPPORT people [there should be a 1/800 number in the manual] and hopefully, one of them can "talk" you through the proper procedure to get all handsets "registered."
I wish I could be more help, but I am a layman with a SMALL, limited bit of experience. I do hope that Tech support can solve your problem!!!!!
I have the same system and often forget to press the Save key when making set-up changes. I've attached the manual in case pages 17 and 30 provide a different slant on what you are trying to do. Good luck.
Click on the DOWNLOAD ADOBE READER button on right side of the ADOBE home page when you get there, then follow the onscreen instructions to install the software on your computer.
See page 10 of the manual for detailed instructions on how to adjust the volume on the handset and base set.
Basically to adjust the volume of the handset earpiece, just push the UP ARROW on the big round button in the middle of the handset keypad. Make sure the handset is already on when you do this and that you can hear sound coming from the handset earpiece.
See page 5 of the manual for a labelled diagram of the handset buttons. The UP key is the activated by pushing the top part of the big round center button which is located immediately below the main display screen on the handset keypad.
If you have a multi-handset system, you already have more than one handset registered to your base unit. You can register additional handsets to have up to five handsets per base unit, with each handset's number (1 to ) shown on its display. (Note: each handset 1. Press and hold <PAGE> on the base station for more than five seconds, to put the base station into registration mode. It will stay in registration mode To register a new handset to your base: for about 1 minute, so the following handset sequence must be completed with in this time. 2. Press <MENU> and <UP/DOWN> to select REGISTRATION. 3. Press <OK> and you are requested to enter the 4-digit system PIN. 4. Enter the 4-digit system PIN. 5. Press <OK> to confirm, and the display will show SEARCHING. If the handset registration is successful, you will hear a confirmation tone and the <antenna icon> will stop flashing. The handset will automatically be allocated the next available handset number. This handset number is shown in the handset display in standby mode. If the handset registration is unsuccessful, the <antenna icon> will still flash. I Used 0000 As the default pin when asked.
I followed the instructions on their troubleshooting. I suggest you put the Canon CD rom back in, look for Zoombrowser EX Software User Guide and follow the instructions on their troubleshooting page for database problems. It involves deletimg some files in the Zoombrowser/Database directory and then re-registering your database. It was no big deal, so give it a try.
Have you followed the instructions for handset registration? For some of the newer handsets, you may need to refer to the instructions that came with the handset (and not the base) instead of just putting the additional handset in the base to register it.
Page 23 of the 9480 manual gives explicit registration instructions.
I would assume this could have been a product that was returned to the company that you purchased it from. Follow these instructions.
1. 1. Disconnect power from the base by pulling the plug out of the back of the unit.
2. Press and hold the Page button and while holding the Page button reconnect the power.
3. Continue to hold the Page button until the charge/in use light flashes rapidly.
4. Release the Page button.
5. Press and release the page button on the base once. All handsets are de-registered and
HANDSET NEEDS REGISTRATION shows in the display.
From the Handset Setup Menu:
1. Press the caller ID-volume ( 6 or 5) button to scroll to the REGISTRATION sub-menu.
2. Press the mute/program button to enter the menu. REGISTRATION 1YES 42NO - - -shows
in the display. The default setting is 2NO.
3. Use the touch-tone pad to select 1 for YES or 2 for NO. Or use the caller ID-volume ( 6 or
5) button to scroll to 1YES or 2NO.
4. If you select YES, press the mute/program button. HOLD BASE PAGE FOR 5 SECONDS, THEN
PRESS HANDSET PROGRAM shows in the display. (Your handset should be held near the
base during registration process.)
5. Press and hold the page button on the base unit until the charge/in use indicator flashes.
Press the handset mute/program button. REGISTERING shows in the display. HANDSET X
REGISTERED shows in the handset display, where X is the handset number. You may now
rename your handset. (Refer to Step 3 & 4 of Handset Name Section)
NOTE: IF you are re-registering the handset through the handset menu;
to rename your handset you must go to the Handset Name Section and
start from the beginning step.
I understand that you have tried the registation process. Sometimes with electronics, you have to start from ground 0, before it will work correct again.
