right click your my network places icon from the desktop. Select L ocal area network. Right click on that and select properties. Select Internet protocol TCP/IP. At the bottom you can find show notification icon when connected. click on the check box.

Unless you are connected directly through your modem, you most likely are connecting to the internet through your network. So your laptop is connected to the network but not the internet.
- Reseting your modem (unplug for 10-20 seconds and then replug it in)
- Repairing your connection to the network to refresh your IP address (right click the connection icon and click repair)
