My coleman cooler is not cooling!

I have a Coleman cooler Model 564 with the "plug in to the cigarette lighter" feature, the #'s on the cooling apparatus are "JKM -0834 and 2308 OTE 03955. How long should it take to "get cold" and how cold should it be getting? It's barely blowing cool air even after 20 mins. If in need of repair, could you please recommend somewhere in/near Vancouver BC Canada? Any assistance/information would be much appreciated! Thanks!

does it work with 12v and 110v and lp gas if it does it take up to 1 day to be very cold
