Could be a number of things , spark , bad gas oil mix clean plug close choke when starting open after start , umber one problem clean the tank out

On page 15-16, it talks about the "Replacing the Drive Belt". This might be the problem.

Procedure to start single stage electic start toro snow thrower

plug in Electric start. Push Choke to 'ON'. press Primer Bulb about 2 times. Turn Key to 'ON' Press Starter.
If you didn't run it completely dry of Gas last season I bet the Ethanol gas messed up your carburetor

Toro snowthrower 38180 won't start

You have probably fouled the spark plug (got a heap of black carbon on it) remove the spark plug wash in some petrol then use a wire brush vigorously brush between the contact points on the plug then reinstall. & lastly don't forget to push in the choke when you get it fired up next time.??
