My Dell E2209WC have black horizontal bands/lines all over the screen.

if the lines are like blinking and appearing and vanishing, then try adjusting the cable attached to your monitor or buy a new cable that is attached between monitor and system unit.

No, this is not normal. This could be one of two problems. 1) internal connection to the "Y" array is somehow been compromised either through some defect in manufacturing or simply a loose connection. 2) The LCD converter board in the monitor is defective. In either case it's internal to the monitor and would have to be serviced. Have you checked with HP to see if the device is still under warranty? It just might be If not, you can try opening the unit and checking the connection on the left hand side towards the area you mentioned. But beware that the monitor does contain leatal voltages.

Screen Adjustment

On your monitor at the bottom there is 3 buttons. The one all the way to the left is the "menu" button. The next one (going right) is the "NEGATIVE" button. The next one (going right) is the "POSITIVE" button.

You can move your screen around. First, start by pressing the menu button. Then, a menu in blue, with a bunch of little white icons will appear. Next, go over two icons by pressing the positive button twice. Then, proceed to push in the "menu" button again. A bar will appear. By pressing your negative button, your screen will move left. Pressing your positive button will make your screen move right. Adjust your screen until the black on both sides are of even proportion. Then, press the menu button to return to the orginal menu you started at. Proceed to press your positive button two more times. Then, press your menu button. Then, once again, use your positive button, and your negative button to adjust your screen to even out the black on the top and bottom.
