NO POWER.

Switching power supplies (the most common used PC's), cannot be adequately field-tested with V/OHM meters. Remember: for most switching power supplies to work, a FLOPPY and at least 1 meg of memory must be present on the motherboard. If the necessary components are present on the motherboard and there is no power:
      1) check the power cable to the wall and that the wall socket is working. (You'd be surprised!)
      2) swap power supply with one that is known to work.
      3) if the system still doesn't work, check for fuses on the motherboard. If there are none, you must replace the motherboard.
thanks

Will not boot, bios does not show a hard drive, only two CD drives

The peripheral devices as Hard disk and cdrom is not connected with the IDE cable or has loose contace. Even power cable of devices is not properly done or left out. So you need to check the IO IDE cable connetions and the power cable connections of the devices being connected to the mother board.

Required mother board service manuals

What you are requesting is a chipset driver which is usually an executable file that can also be provided by the motherboard manufacturer. There are no chipset manuals nor component-level manuals unless you are an engineer that is designing a circuit. The bios set up is accessible at boot (post) by looking at the lower left of the screen where it will instruct you to press F2 or Delete or F10, etc. No matter what your language it should be apparent to provide model numbers and brand names. Try mailing a letter without an address or going to MacDonalds and ask for food. Would you be surprised that you received a blank stare?
