Does it happen as soon as you switch on the computer ,before windows?
If so then it's a monitor problem with the focus , try doing a degauss on the monitor itself.(should be on somewhere on the menu)
To make sure that it is or isn't the monitor connect it to another computer if possible.

Please check 2 things.

1) Refresh rate of your monitor. Make it somewhere between 60-70 Hz. Otherwise this problem may occur.
2) Unplug the VGA cable and re-plug it.

If even that does not solve the problem. Then go to the device manager and then uninstall the graphics card and restart your computer.

Do let me know if you need detailed steps on how to go about it.

Click Start, click Control Panel, click Appearance and Themes, and then click Display.

Alternatively, right-click the desktop, and then click
        Properties.

Click the Settings tab, and then click Advanced.

Click the Monitor tab, and then click the screen refresh rate that you want to use.
That is to check the refresh rate.
Also perform one more step to judge where the problem lies.

While the monitor is ON, unplug the cable from the back of your computer tower. This should give some colored boxes on the monitor. See if they are blurred too.

Hi I use first a lense ef-s 18-55mm. Please I have a blur in my pictures if i have a child I see his eyes and face one is net and the other is blur(right eye or left eye is blur). please I want your...

If parts of the person's face are in focus, and others are not, it is because your depth-of-field is too shallow. This is controlled by the aperture of the lens.
Use the "A" mode on your camera, for aperture priority, and set the aperture to f/5.6 or f/8. This will make the person's face completely sharp. You will, however, lose some of the blur in the background.
Also, be careful not to move the camera after focusing.
Happy shooting!

My eyes get strained with only minutes after looking at the lcd

Do you ever use any other displays (like a shared terminal at school or a library, or at work?), and if so do you have the same issue there? If you use both the LCD and the 13", try JUST using the LCD for a short time and see if your eyes can adjust.

My monitor crt a90f+ viewsonic blurry

Ensure that the monitor's UltraBrite mode is off, via the "UltraBrite Mode" button on the front panel. UltraBrite is great for games and movies, but it tends to fuzz plain text ever so slightly.

Blurred image

The viewfinder image should look sharp & clear, as long as the camera is turned ON. If the camera is OFF, the viewfinder image will blur. At least this is how it works on my C2000z. If your viewfinder is always blurry, I would return the camera for exchange.
