When I plug in the power, I hear the high-pitched whine of the HF unit, but at the same time a repeated click (once every 3 seconds) of a relay. The unit remains black, no sound (other than click and soft HF whine).

Had the same problem. It quit within about 5 seconds after turning the TV off. Replaced the color wheel and the whine is gone. The picture also looks brighter, which may be due to dusting the projection lens with lens-cleaning compressed air (from a can). The color wheel was about $100 from Samsung parts and it took less than 3 hours to replace. See http://www.jangro.com/a/2006/07/24/samsung-dlp-replace-color-wheel/ for good info, and be sure to read the cautions.
jdosk-the high pitch noise you hear is generally from the horizontal output being shorted, the horizontal output is usually near the flyback transformer, get a digital multimeter to checkthis part.Let me know I'll try to help. cooltek Feb.16/08
It looks like the squeal or high pitch is produced by the flyback part # 257805. Also check the the secondary side of the power supply for around 130VDC if that voltage is found to be lower than 120VDC I would suggest to replace CP80 with a 100 mfd@250 vdc. Part # 218374
Globalsemi.com has these parts, for the flyback transformer just type in search for FLY-391, this one is cheaper than the genuine(257805) fly back.
You have a problem is in your horizontal section which also is part of your power supply. The high pitched whine is from the Intergrated High voltage transformer (also called the flyback transformer). This sound occurs when the freuency of the transformer changes and or the voltage gets too high. The click occurs as a result of the drawing of excessive current by the HOT Horizontal output transistor. This is repairable, but requires the correct equipment and a schematic.
A high pitched whine is most of the time the power supply trying to run, but it is being loaded down from a short somewheres in the set. Sometimes a resistor on the CRT board will open and make the set shut down right after start up, sometimes the horizontal output transistor causes this problem, almost any circuit for that matter can cause this problem. Good Luck
