Check door switch: If the lid switch is bad it will not drain or spin. Try this test: With lid open let it finish wash cycle. Press lid switch down with screwdriver. Washer should begin draining. Release switch. Motor should stop. Press switch a second time. Washer should start spinning as it continues to drain. If motor doesn't come on while lid switch is pressed, replace the switch. OR

You may have 2 defective parts.
First,make sure the hot and cold water hoses are connected correctly and both turned on.
If the water fill problem is the same,the water temp switch is bad.
The not filling after the wash cycle could be a bad lid switch.
Set the machine for SPIN and turn it on.
If it does not spin,replace the lid switch.

its suppose to start with lid down,the draining may be a faulty water level switch so this needs replaced.

A washer that fills and doesn't do anything, or stops right after the wash cycle and then does not advance to the rinse cycle and drain is commonly caused by a lid switch malfunction. The lid switch is usually mounted under the washer top casing, on the right hand side on most top load models. It is activated by a plastic piece on the lid (called a "Lid Strike") through a small hole on the rim of the wash tub opening. In many cases the lid strike breaks off the lid, or the lid switch becomes loose and no longer makes contact. Inspect the lid to make sure the lid strike is still intact, and then inspect the mounting screws (adjacent to the small opening on the wash tub rim) and make sure they are snug. check the lid switch some washers will fill and was with the lid open but will not spin, if the lid is closed manually actuate the lid switch or bypass it electrically, or replace it.

The timer is failed in this case.
