Re. a vaid/current but water damaged Australian Passport with no pages missing belonging to an Australian Citizen with a COPY but not the original available at this time. He requires a replacement Australian Passport for the damaged one which is valid until 2017. Have so far found difficulty becauee of the 'Copy' and not an 'Original' statement of Citizenship; what can be done, please.
