Question about Dell OptiPlex GX270 PC Desktop

Dell Optiplex gx270

How do I change the processor speed? I switched out the P4 @ 2.26 ghz processor for a P:4 2.8ghz. The bios says speed is 1.6ghz. Windows XP pro shows 2.8 and 1.6. I updated the bios to A07 and the Intel chipset from Dell's website. Still not able to change the speed.
