I have experienced that and I found out that it was plugged to 110 volts instead of 220 volts. Becaouse I bought mine in the Philippines,it is 220 volts.

Rather than the number of blinks you need to count the blinking time intervals.
If the yellow is staying on 3 seconds, and the blue blinks last half second, then the problem is the lamp cage door. In that case:
