Hello Chaz, hi, on my experience with rebooting problems, this could be either software or hardware. for the software, if the PC is infected by a malware, they can reboot your pc so try to scan the PC using antimalware software. now for the hardware, try to use a different power supply box. don't buy just borrow from a friend. let me know your progress.

Bios hangs

Reseat all cards in system, including the RAM. If it still does not boot try removing one stick of ram at a time to see if it boots. As well as removing extra cards.

Sometimes my computer restarts suddenly.

this problem is due overheating, and you say yo have a C2D with this mobo.... at intel site it said that this mobo works fine with intel P4, Pentium Duo an Celeron but not C2D. Its true that you have 800Mhz FSB and it will detect the micropro.... and work fine but the C2D will overheat the mobo for its need of energy and overheat it so it start restarting. I dont know how much that mobo is going to last but start installing all cooler you can....the mission is to cool down that mobo and micro...

Buzzer sound from intel d101ggc motherboard

Check the fans in your pc, it sounds like at least one of them isent working properly and your pc gets overheated. When a pc going to warm it gets really slow and hangs.
My guess is that the CPU-fan dosent work properly and your CPU gets overheated, but check all the fans to be sure. The CPU fan runs cantantly, check so it dosent stop now and then.

Good luck

Server starts to boot then powers off.

Check your CPU cooler. If it is not properly mounted your CPU/s could be overheating. There is a safety mechanism in Pentium chips that shut down the processor when it reaches a certain temperature. If your heat sinks are mounted correctly, check your Heat sink fans. Ball bearing fans are notorious for making a little noise then quitting.
