It look like the gear which is moved by the motor, the one which adjusts the focus and zoom has been stuck, you will not find any troubleshooting steps in any manual, its an un common issue. all i can suggest you is few steps
1. take the batteries out
2 take the memory card out too.
3. just tap the camera on the sides for few times gently without batteries and try to pull and push very lightly the lense it might get set on the block of the gear on which it moves.
4. now simply insert the batteries and tap a bit and try to turn on and off see if the lense gets in properly in case its not doing anything, then you have to either get a service tecnician or if your are comfortable then try using a precision screwdriver and try to loosen the unit and check the gear that should take care.

This is going to require service / repair at the shop, not something you will be able to correct.

Dropped camera while it was turned on - now "lens error" appears on screen & can't turn off camera or view pictures

Lens errors are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ... Unfortunately, many cameras that fall prey to this can only be corrected by professional repair. But, here are some things that you can do that may correct it. They only seem to work for less than 40% of the lens errors, but if the camera is out of warranty, they're worth a try.

Lens does not extend

Here are the steps:
1. Make sure you will install a new or fully charged battery/batteries into your camera. Please use lithium batteries Ni-Mh or rechargeable Batteries (2000 M.Amp or higher).
2. Clean the battery contacts.
a. Remove the battery/batteries and the memory card from your camera, then wipe the battery contacts with a soft, clean cloth.
b. Reinstall the battery/batteries into your camera
3. Turn on your camera without the memory card.

Something covering lens from inside?

You could also have a battery problem. If the battery is weak, it may not extend the lens. But other things could appear to work. It takes a lot of power to extend the lens. Your docking station recharges the batteries on that camera. There has been one report (on this forum) of a Kodak camera having batteries that would not charge due to a bent/missing pin in the connector that mates with the docking station. ......... Some people have reported that a small slap on the side of a camera can jar loose a stuck lens. But don't get slap happy and damage the camera. ......... Some people have reported that they could grasp the lens and pull gently when powering-on a camera to help it extend. Again, don't over-do it. .......... Disassembling a camera would be a last resort and likely to cause more damage.
