This can be the panel check required during manufacturing sessions.
Your only choice is to call the experts in to perform a selfcheck so that the whole system can be rebooted.
A self check is like when you reformat and reinstall your windows into your PC. Everything is back at default condition. Only technicians know the coordination between the remote control and the key button.
Above solution is if you are very lucky, if not can be a loose wire dressing inside the TV itself.
Unlucky is the data board has to be replaced. Usually nowadays technicians replace the whole board so that no time is wasted to find the exact problem. So it should be OK for you.
Sad to say, there's nothing you can do. Solid lines like you describe are due to hardware failure in the LCD display panel itself. Instead of controlling a single pixel as designed, a whole column is now stuck on. There is no way to get into the LCD panel to repair that circuitry; the only option is to replace the panel. Replacing the whole monitor is usually simpler (and often less expensive) than locating and installing the panel alone. Until you're ready to buy a new monitor, just keep using this one.
The white screen you are getting is it just right after turning on the computer? If yes it means that you were not able to see the Dell logo correct?
Try connecting an external monitor thru VGA. While monitor and laptop is on with white screen please do this. Hold down Fn key then press F8 at the same time. This will toggle the display from the laptop to external monitor. If laptop displays to external monitor means that laptop LCD needs to be replaced.
If you do not have an external monitor try this. While laptop is OFF. Do this. Hold down the D key then press power button at the same time. Check if the laptop will display colors the whole screen. If you still see white screen then LCD needs replacement.
LCD mean LCD panel or the whole screen together with LCD cable and Inverter.
Make sure the plugs are hard into the sockets, one loose pin can cause strange colour problems.
A faulty signal cable between PC and monitor can also cause colour problems, try a different cable if possible
Try it on a different computer to find out whether the computer or the monitor is the problem. If it's the monitor and none of the above works, it will need service or replacement. If it's the computer, your video card is likely to be the problem.
Try going into cmos and enabling multi display (external)
Also u can boot into safe mode and restore windows to a previous day
Next u can save your file on a flash drive then reinstall windows
Hopw this helps ... u also have an s video port
