Likely one of two things
1) Bad spark quality, bad plugs, incorrect gap etc.
2) Lack of spark to the plug

Get a spark tester, cheap and easy at the auto parts store, and start there

And you know that it is not charging how, did you do the testing or are you guessing?

First, is it a Grand Touring Sport, LE or SE ?

Sometimes the Fuel pumps get week and and it just doesnt have enough to pull it through... Does it do it when the gas tank is full?

Most machines I have worked on with this plug set .018 to .020 inch

if it has a carb and is a two stroke check the gap on your spark plug and make sure your main jet is adjusted right. but it sounds like your sled is running to rich. look at the end of your spark plug, if it is black you are running to rick but if it is kind of a white color it is to lean. it should be pretty close to tan.

The plug gap is 0.45mm or .018"
