Check again with a test light ... on the fuse itself while the fuse is still inserted @ the metal bits on the top of the fuse both sides (to confirm the fuse itself is getting power from the main and it is indeed good) it could be a maxifuse out somewhere ... in the main box under the hood ... but you may see more things not working if it was the main that you may have overlooked ... ie: stop lamps, dome lamps, etc ... maybe ... anyway check at that fuse with a test lamp or meter You most likely won't have power there or it is blown and just doesn't look it ...
