When the tv is turned on a reving noise starts then it just stays loud all the time, when the tv is shut the noise remains untill the lamp cools down. Does the color wheel stop after the tv is turned off or does still turn during cooling time. I'm trying to figure out if it's the color wheel or a bad cooling fan.

Return it if possible. If its under warranty service it. Mine has been replaced and is going out again (52HMX85). Toshiba doesn't want to deal with you, costs money to fix problems so they'll ignore the fact that this color wheel issue even exists.

I once had an HDTV with this same problem. If I turned it back on, it would make a loud BUZZ-BUZZ-Buzz noise for about twenty seconds before coming back on.
I can only guess that the problem is the TV drawing too much power from a circuit that can't support it. Do you have many electronics plugged into the same socket? Is the TV going into a splitter? Try isolating the connection and the TV might have better luck. No guarantees however.
If it's the same problem I had, then it will do this no matter what you hook up to it, as you seem to have at least partially discovered.
See attached photo: you have a bad color wheel----it turns at about 12,000 rpm and bearings in the tiny motor go bad.
High pitched or fan like sound is classic symptom.
The wheel is available on the internet and You Tube has video instructions by model number for replacing it---Google the model number for the part number for your set to locate the part and instructions.
This for most people is a do it yourself job---takes like 45 minutes start to finish.
If color wheel slows too much set will shut down as its speed is monitored and the wheel can even shatter causing shutdown of the set.

It the colors wheel,the fan don't make that much loud of a noise.When the colors wheel spins off it axis it make very loud squizzing and buzzing noises.
Watching tv all of a sudden loud buzz noise,I shut off unit turned back on loud buzz came back about 30 seconds later loud pop pop then smoke came out of top of unit, i'm not please as this unit i bought about 17 months ago @ Canadian Tire Belleville & warranty is now not covered, pobably will never buy another Proscan product but am more concerned there could be a fire caused buy this than getting unit replaced
