The ice buildup is the problem. Cold air must pass from the freezer to cool the refrigerator.
Link is to youtube videos about that problem.

Refrigerator is not getting cold

Unplug it and let the freezer thaw for a day - there is likely ice buildup between the freezer and refrigertor side - which is not letting cold air get to the refrigerator side. Remove all food from the freezer and the refrigerator, and let the freezer totally defrost (allow 24 hours with the doors open) then plug it in and you should see a noticable difference. If that does not work, the fan could be bad. There are two fans, one in the back of the fridge down low on the outside, and one in the freezer behind a back panel on the inside down about half way. Try the defrosting first which should be the solution, and the easiest fix.

Refrogerator not cold

You do not list a model number, so this will have to be very generic. You have a defrost problem. The most common reason is a bad defrost heater, but a bad defrost terminating thermostat or a bad defrost timer / control board, or an air leak, such as a bad door gasket or a door which did not close can also cause the frost build up. Remove the cover at the back of the freezer compartment and defrost with a hair dryer. Determine cause and correct to prevent a re-occurrence in under 2 weeks.
