you should to discharge your motherborad, deconnect all, the power supply, the CPU, the CMOS battery the HDD and remove the motherborad, with contact cleaner clean properly your motherboard wait fo 2 hours and reaasemble all and try again.
Hai, Try here. It shows a manual for the MS7308ET but according to Matsonic these should be pretty much the same. Difference between the 2 is the ET has 4 channel sound and the E only 2 channel. Click here for Manual. Hope this Helped!
This board I think is an OEM board built by Asus for HP computers. Also named Pegasus.

On page 22, the last page, it shows you the pin-out for the connections for the front panel, ie - power button, reset, led's, etc. Hope this helps.
