Most likely the carbon brushes are burnt out and need replacing. However - I wish I knew how to put this politely - if you don't know enough about electric motors to have checked for this already, you may not know enough to do the job safely yourself. Electricity can kill - be careful!
If you need guidance, post a comment here - and be sure to state make and model of your machine. Good luck!

Hoover carpet cleaner brushes wont spin

First i would be checking for a mechanical restriction stopping the brushes from spinning like hair or similar wrapped around the brushes and jamming them, if all is clear it could be a belt broken or slipping, a stripped gear or an electrical fault, depends on what type of drive system the brushes on your particular vacuume cleaner uses. Hope this is helpful.

I have a model 3241, vacum has suction power but roller is not spinning.

I am assuming the motor in the power nozzle is running, right?

Please unplug the machine first and then check if the roller turns freely.
If it does, then likely the little belt either slipped off the motor or it broke.

Have you checked the belt? You can do so by removing the bottom plate from the power head. Once removed, check the belt. If broken or worn, it needs replaced.
An instruction video for replacing the belt can be found on the below link.

The motor is spinning and spinning the beater motor but the beater bar wont spin

Check to see if the drive belt to the beater is broken. Also, remove the beater brush and clean as best you can. Add some WD40 at both ends of the brush where the hard rubber/plastic pieces are that hold it in the unit. Spin the beater by hand to make sure it moves freely.

Brush Disassembly Hoover STEAM VAC Owners Manual F9514-900 (F9514900) does not
